Charlotte HPAC: Housing Policy and Affordability Calculator
CLT Public Relations participated as a stakeholder providing input into the policies and regulations that formulate the Calculator. The Charlotte HPAC allows users to examine how policies affect rents and availability for either midrise or garden apartments. It allows users to better understand the interplay of policy choices with rents and housing availability.
The HPAC captures the various policies that most affect the cost to build housing in Charlotte, and will be updated periodically to reflect the current housing landscape in the city.
Categories examined include:
Site and Market – Charlotte Transit Rezoning, Subdivision Ordinance, Open Space Requirements, Parking Ratios, Rezoning Process and Urban Street Design
Financial Feasibility - TOD Material Requirements
Financing Structure – Tax Reimbursement and Annual Property Tax Increases
Approvals Process – City Permitting Process
Construction – County Permitting and Inspection, as well as Inspection Fees
