Mecklenburg County

To help reduce the spread of novel coronavirus (COVID-19) and to protect the community and staff Mecklenburg County departments are closing the following facilities and canceling services/events until further notice effective Wednesday, March 18, 2020.

Land Use and Environmental Services Agency (LUESA)
Code Enforcement’s offices will be closed. Nearly all Code Enforcement services can be accessed online. Links to customer portals, staff contact information and other customer resources are listed on MeckPermit.com. LUESA's main office on Suttle Avenue will not be accessible to the public.

· Customer service staff continues to be available to help customers navigate services by phone and via e-mail.
· Plan review will continue to be conducted electronically. All staff will be reachable by phone and e-mail. Preliminary and other meetings cannot be conducted in person – staff will contact customers with scheduled meetings to make arrangements for a virtual or “video chat” meeting.
· Permitting will continue.
· Field inspections will continue, with some slight modifications made to accommodate social distancing on the job site.
· The County Fire Marshal’s office will continue conducting inspections and investigations- but will take precautionary measures.

Public Health
Offices Closed: Child Development Services Agency; Communicable Disease (CD; Dental Clinic; Environmental Health-State Inspections; Family Planning; HIV/Sexually Transmitted Infections Clinic; Immunizations; Breast and Cervical Cancer Care Program (BCCP);Tuberculosis; Vital Records; Women, Infants & Children's Program (WIC)

Park and Recreation
All Park and Recreation centers, including aquatic, nature and senior centers, are closed. Park and Recreation is postponing all planned public meetings and presentations until further notice. All County parks, nature preserves and greenways are open to the public except for organized athletics.

Social Services

Department of Community Resources
Offices Closed: Child Support- The Child Support Office will be closed to the public; Community Resource Center- The services offered by partner agencies can be accessed at those main offices, depending on availability at Novant, Legal Aid, Charlotte Works and CPCC.

Criminal Justice Services
Criminal Justice Services will be closed to the public. All case management services will be provided remotely.

Office of the Tax Collector (OTC)
The OTC will close its service point counter to the public beginning Wednesday, March 18th. Taxpayers will not be able to obtain in-person customer service assistance or make payments at the counter. The OTC drop box, located to the left of the service points, will be available for tax payments.

City of Charlotte

The following facilities will remain open at this time (3/18)

· Charlotte-Mecklenburg Police Department (CMPD) stations.
· Charlotte Fire Department (CFD) stations.
· Charlotte Douglas International Airport.
· Charlotte Area Transit System stations, including the Charlotte Transportation Center.

Charlotte City Council
The Charlotte City Council meeting scheduled for Monday, March 23, has been canceled. The city continues to work on virtual meeting solutions that would satisfy North Carolina’s open meeting laws.

Charlotte Water
Residents can pay water bills online, by calling 311 or 704-336-7600, or by mail. The drive-through payment center at Old City Hall, 600 East Trade St., will remain open 8 to 5 p.m., Monday through Friday.

Charlotte Area Transit System (CATS)
Beginning March 18 and until further notice, the CATS Pass Sales Office will be open Monday through Friday, 6 a.m. to 6 p.m. Anyone needing to purchase a pass outside these abbreviated hours can do so on the CATS Pass app or at ridetransit.org..

Planning, Design and Development
The CLT Development Center will operate virtually. Questions about CLT Development Center services can be directed to 704-336-6692. All meetings will be conducted virtually. Staff will review plans and answer questions remotely. Customers are asked to reach out to staff primarily by email. If a call is needed, customers can use these numbers:

· All Pre-Submittal (Land Development and Rezoning) and Urban Conceptual Meetings will be held virtually. A site plan and agenda must be provided to staff before the customer’s scheduled meeting (minimum of two days). If customers choose to cancel their meeting, they are asked to let staff know as soon as possible. When possible, the city requests that customers host these virtual meetings.
· All Rezoning pre-submittals are canceled this week but will resume the week of March 23 through virtual conferencing.
· Rezoning Plan Comment discussion meetings will be held virtually. Customers are asked to provide a brief agenda/list of discussion items two days in advance so staff can coordinate as appropriate.
· Plan review fees may be mailed to the Charlotte-Mecklenburg Government Center, 600 E. Fourth St. in Charlotte, or sent via wire. For additional information regarding land development fees, please contact the CLT Development Center. For information regarding rezoning fees, contact the Planning, Design and Development Department. Staff will continue to review plans with the understanding that there may be delays in fee submittals.
· Enhanced and expedited submittals will be suspended until April 15 and will be re-evaluated at that time to determine when to re-activate the programs.

Solid Waste Services
Effective Monday, March 23, City Solid Waste Services will only collect garbage and recycling. Yard waste and bulk item collection will be suspended for 30 days or until further notice. Garbage and recycling will continue to be collected as scheduled. Bulk items previously scheduled will be collected per the normal schedule. Items scheduled starting immediately will be scheduled for at least 60 days out.

Town of Matthews

Town Events & Activities
All Town sponsored events, activities, and programming are canceled through May 8. All events hosted by the Matthews Police Department and Matthews Fire & EMS station tours, presentations, and community events.

Town Facilities
All Town buildings including Matthews Town Hall, the Matthews Community Center, Crews Recreation Center, and the McDowell Arts Center are closed to the public until further notice.

Town Operations
Administration, Planning & Zoning, Finance, Human Resources, Public Works, and Parks & Recreation will continue but with reduced in-person capacity.

Town Parks
Parks will remain open but no outdoor facility rentals (picnic shelters) will be allowed.

Board of Commissioners and Advisory Board Meetings
The Town Board meeting scheduled for Monday, March 23 has been canceled, but the Monday, April 13 is currently planned but may be reassessed as that date nears. All Town Advisory Board meetings are canceled at least through May 8.

First Responders
Matthews Police Department and Matthews Fire & EMS, have a contingency partnership plan in place for personnel to have the ability to assist an outside agency if staffing becomes an issue due to quarantine or confirmed exposure.

Town of Huntersville

Trash Service
Continues as regularly scheduled and The North Mecklenburg Recycling Center remains open at this time, though all payments must be made by credit card as cash is not being accepted for the foreseeable future.

Town Board Meeting
The 3/16/20 board meeting was held as scheduled and streamed via Facebook Live for remote viewing, which was encouraged to support social distancing. We will advise accordingly for the April 6th meeting.

Town Committee and Advisory Board Meetings
All town meetings have been canceled through Monday, April 6. This includes all town advisory boards and committees.

Town Offices
Limited staffing and no meetings to discourage visits to further encourage social distancing. The Town is looking at flex schedules and / or vacation/sick leave for staff to handle obligations associated with childcare and work remote to the extent possible.

Town Parks
Parks and greenways will remain open. Parks and Recreation Facility Rentals have been canceled until at least April 6th. Park Operations have been postponed indefinitely, from programs to gyms, including the Recreation Center.

Huntersville Police Department
Effective immediately, HPD will be suspending all non-essential meetings and services until further notice. This includes the Citizens Police Academy, fingerprinting, facility tours.

Town of Davidson

Town of Davidson has decided to close town buildings, including town hall, effective immediately. The main phone line to Town Hall at 704-892-7591 will remain open to answer any questions from residents.

Town staff, including planning, parks and recreation, and other administrative departments will be working remotely and will respond to phone calls and emails as possible. The town’s public works department will continue working with a limited crew.

Police and Fire departments will continue normal operations

Town of Pineville

The Town of Pineville has closed all public buildings. Residents should utilize the towns website as much as possible for any information, forms or transactions that may be needed. Payment options for electric phone or internet service can be payed online or at the drop box located at 118 College St.

Sign permits, yard sale permits employment applications and ABC Opinion forms can be downloaded off the website and mailed, faxed or email scanned in to the town. Payments can be called in using a credit card. www.pinevillenc.com

Union County

Union County Government has evaluated its services and is committed to supporting the community and our residents during the COVID-19 (coronavirus) healthcare crisis. In order to keep our employees and residents safe, we are announcing the following changes to our operations effective Wednesday, March 18 until further notice:

The Government Center
Human Services Agency, and Veterans Services will be open from 8:00am-12:00pm Monday through Friday. All services in these locations will be available to residents in person during those hours. The exception will be the Register of Deeds, which will serve residents from 8:00am-5:00pm. The afternoon hours (12:00pm-5:00pm) will be in the lobby of the Government Center. e-Recording will continue as usual between the hours of 8:00am-5:00pm. The remainder of the building will not be open to the public from 12:00pm-5:00pm.

· The Agricultural Center is closed to the public until further notice.
· All Union County libraries will be closed. Patrons will be able to pick up materials that have been checked out online.
· All Union County Parks and Recreation locations will be closed. These include Cane Creek Park, Fred Kirby Park, and Jesse Helms Park.
· Union County Transportation will provide limited services. Customers will be transported for medical and essential food shopping only.
· Union County senior dining locations are closed. Home deliveries will continue to be provided.
· Union County Animal Shelter is closed to the public; but will continue to operate and serve the animals in its care.
· The Magistrate's office in Union County remains open under normal operations.
· All solid waste locations will operate under normal schedules.
· All Union County departments will remain available to answer phone calls and emails during their normal business hours.

Monroe

City Buildings
· Monroe City Hall will operate on reduced hours for walk-in traffic starting Thursday, March 19. Monroe City Hall will be open from 10 a.m. to 2 p.m. until further notice and will limit access to specific areas based on the number of people doing business. City Staff will continue to maintain regular business hours and be available to answer questions via phone or email.

· The City of Monroe Customer Service Payment Center will close to walk-in customers starting at noon today. Payment options include using the drive-through window at the Customer Service building during business hours, using the drop box located on the customer parking side of the building.

Events
· The Easter Eggstravaganza on April 4 is cancelled, the Classic Car Cruise-In on April 10 is cancelled, the Art Walk on April 17-18 is cancelled.

Parks and Recreation
· The Monroe Aquatics and Fitness Center and Monroe recreation centers and community centers will be closed for the next two weeks (through March 30) including all programming. The Ellen Fitzgerald Senior Center will be closed for the next two weeks.
· All outdoor restroom facilities and playgrounds will be closed.
· All common areas in parks, greenways, and golf courses will remain open.

Fire
· Fire Station 4 community room will be closed for the next two weeks (through March 30). Staff will be evaluating the situation during this time.

Meeting Cancellations
· City Council meeting for April 7 is cancelled, and a Special Meeting for March 24 at 4 p.m. is scheduled to continue the items on the April 7 agenda. Please click here for details.

· Public Safety, General Services, Parks and Recreation, TDA, and Public Enterprise meetings scheduled for this week are cancelled.

· Upcoming meetings for Planning Board, Board of Adjustment, and Airport Commission have been cancelled.

Solid Waste
· City solid waste pickup will operate on a regular schedule, but the priority is being placed on household garbage pickup with yard waste and bulky item pickup as a secondary concern.

Cabarrus County

Library Facilities
Beginning Monday, March 16, Cabarrus County will close its library facilities, located in Concord, Harrisburg, Kannapolis, Midland and Mt. Pleasant, to the public.

Senior Center Facilities
Beginning March 16, Cabarrus County will close its senior center facilities, located in Concord and Mt. Pleasant, to the public. Beginning Monday, March 16, the County’s LunchPlus Club program will only offer drive-through pick-up service between 11:15 a.m. and 12:45 p.m.



County Event
Beginning March 16, the County will no longer host events and programs at its facilities, including libraries, senior centers, the Cooperative Extension Center and parks. This modification includes events serving groups of less than 50 individuals for which registration is required.

City of Concord

All facilities will be closed to the public until further notice with the following exceptions:
· Warehouse and Fleet Shop at Brown Operations Center – we must continue to receive supplies for our staff to function
· Concord Police Headquarters – lobby will remain open to the public for non-administrative public safety needs
· Rider Transit Center – will remain open to assist customers
· Concord-Padgett Regional Airport – will remain open to assist customers
· City Council meetings and other public body meetings will be assessed by Mayor Dusch and the City Council to determine if they are essential to hold. Any scheduled bid openings, required by State law, will be conducted at the Brown Operations Center Ready Room with social distancing for all attendees.

Gaston County
Gaston County is closing the majority of its public buildings, including its administration building in Gastonia, effective 5 p.m. on Wednesday March 18th.
· Exempted from the order to close to the public are the DHHS and Health buildings, the Gaston County Police Department and the Gaston County Sheriff’s Office. However, each of those offices has restrictions in place to protect employees and staff.
· County closed the Gaston Senior Center in Dallas, the Gaston County Museum in Dallas, the North Carolina Cooperative Extension – Gaston County Center in Dallas and the Gaston County Travel and Tourism Center in Belmont. In addition, Gaston County’s Veterans Services Office is closed to in-person appointments, but is still offering services telephonically.
· The March 24, April 28 and May 26 Gaston County Board of Commissioners BOC Regular Meetings will be held as scheduled; however, the County will limit the total number of persons allowed inside the Harley B. Gaston, Jr. Public Forum at the Gaston County Courthouse to no more than Fifty (50). Overflow rooms will be made available onsite at the Courthouse for LIVESTREAM viewing of the meetings. If possible, any items that may potentially result in large crowds will be rescheduled to a later date.
· April 14 and May 12 BOC Work Sessions are CANCELLED. Zoning Public Hearings are DELAYED until the May 26 BOC Regular Meeting. All Gaston County Commission Appointed Advisory Boards & Committee meetings are to be CANCELLED until May unless deemed absolutely necessary.
· Beginning Wednesday, March 18, the Register of Deeds Office, located inside the Gaston County Courthouse, 325 Dr. Martin Luther King Jr. Way, will be closed to the general public until it becomes safe to re-open.
· Building Services Department has new procedures to help keep County inspectors safe when entering homes. They’ll bring a questionnaire to those that need an inspection to see if a delay of three weeks can be implemented. If not, they’ve asked the public to avoid handshaking, keeping a six-foot distance from the inspector to maintain social distancing and having paperwork prepared beforehand to minimize the amount of time an inspector would need to be on site.

City of Gastonia

City Hall Building, located at 181 S. South St., will be closed to the public beginning Wednesday, March 19 at 8 a.m. until further notice. Other City-owned/operated building closures. Garland Municipal Business Center, 150 S. York St., including Utilities Customer Service Center. Customers can pay utility bills online, by phone, by payment drop boxes or by mail.

To remain open to the public
· Parks, playgrounds, greenways and trails.
· Police Station front desk.
· Fire Station #1 front desk to obtain copies of fire reports.
· Bradley Transit Station, 121 N. Oakland St.

Iredell County

· County Building are open as of 3/18/20
· The Iredell County Recreation Center will be closed to the public until further notice. Iredell County outdoor parks, playgrounds and restrooms will remain open but are on a use at your own risk basis.
· All programming offered by the Parks & Recreation Department including the Outdoor Education Center, Adult trips, youth athletic leagues, group exercise classes, group reservations, etc. have been halted through April 30, 2020
· Thus, effective Wednesday, March 18, 2020, Fixed Route public transportation service will be suspended until further notice.

Mooresville

· City Buildings are still open.
· Town of Mooresville will be closing its indoor Recreation facilities, the Mooresville Golf Club and the Mooresville Public Library to the public until further notice. Outdoor parks will remain open at this time.
· The affected Recreation facilities include the Selma Burke Community Center, Talbert Recreation Center, the War Memorial Center, the Winnie L. Hooper Center, and The Charles Mack Citizen Center.
